Brazil has recently taken two key actions regarding tariffs on automobile tires: extending anti-dumping duties on specific Chinese car tires for five years and, separately, previously raising the general import tax on all passenger car tires.
In July 2025, Brazil's Foreign Trade Chamber (GECEX) renewed existing definitive anti-dumping duties on certain Chinese passenger car tires for another five years. This decision follows a "sunset review" which determined that removing the existing barriers would likely lead to a resumption of unfair trade practices harmful to the domestic industry.
The specific duties range from $1.25 to $1.77 per kilogram. The products affected fall under the Mercosur tariff code 4011.10.00 and include tires with:
Rim sizes: 13 inches and 14 inches.
Widths: 165mm, 175mm, and 185mm.
Separately, in October 2024, Brazil increased the standard import tax on all passenger car tires (regardless of origin) from 16% to 25% for a period of 12 months. This measure was requested by the National Association of the Tire Industry (ANIP) to protect local manufacturers from low-priced imports.
ANIP has since requested that this general tariff be raised further to the 35% ceiling allowed by the World Trade Organization (WTO). The association argues that tires from Asian countries are arriving at prices significantly below international market rates. The Brazilian Association of Tire Importers and Distributors (ABIDIP), however, opposes this, warning of higher prices for consumers and potential negative impacts on transportation costs.
